MODULE 3: SURGE CAPACITY PLANNING

OVERVIEW

This focuses on learning how to address the surge capacity needs of LGUs. The recent surges in COVID-19 cases, as well as the identification of variants of concern, had an unprecedented impact on the strategic implementation of surge capacity actions by various LGUs. As COVID-19 cases drastically increased over time, it exposed an overwhelmed local health system and made the implementation of programs particularly challenging, including efforts to sustain essential health services for the people. While LGUs prepare for surges in their localities, there is a need to strengthen their surge capacity plans so that these plans will be able to withstand any form of disaster outbreak or disruption in the future.

In this module, learners will be able to:

  1. Understand the definition and concept of surge capacity.
  2. Identify the components and strategies of surge capacity
  3. Identify surge plan needs from sample LGU scenarios.

  • Mayors
  • Municipal Health Officers
  • TTMF Coordinators
  • Local IATF members
  • Municipal Disaster and Risk Reduction Management Offi cer (MDRRMO)
  • Barangay Health Emergency Response Team (BHERT) Coordinator (optional)

COURSE REQUIREMENTS AND COMPLETION

Each module is designed to facilitate the understanding of learners on their roles in strengthening their preparedness and response mechanisms and coordination in times of healthcare system disruptions during pandemics. In order to maximize their learning experience and receive a certificate towards the end of each module, it is required for learners to:

  1. Dedicate a minimum of 2 hours of study time per module
  2. Answer all required activities and learning assessments in order to
